2015-2016: EXPLORING THE USE OF LAND VALUE CAPTURE INSTRUMENTS FOR GREEN RESILIENT INFRASTRUCTURE BENEFITS: A FRAMEWORK APPLIED IN CALI, COLOMBIA. (EXPLORACIÓN DEL USO DE INSTRUMENTOS DE CAPTURA DE VALOR DE LA TIERRA PARA BENEFICIOS DE INFRAES

The study proposes the introduction of a holistic framework for 1) assessing the multiple land related benefits of GI projects in addition to risk reduction, and 2) exploring the feasibility of LVC as a financing mechanism, stemming from these benefits. The application of the framework, will specifically: -Map and quantify the vulnerability reduction due to the GI intervention -Identify multiple co-benefits of the GI intervention such as creation of public and community spaces, improved health and sanitary conditions, increased access to green space, improved quality of life, impacts on land tenure. -Assess the impact of risk reduction and the additional GI intervention benefits on land and real estate values -Explore which LVC mechanisms can be used to capture the added value due to flood risk reduction and the additional benefits of GI projects -Assess the feasibility of LVC as a source of financing for GI projects.
